Companies registered with the Expatriate Services Division (ESD) must apply for a Transfer of Endorsement (ToE)/Take-Up Balance (TUB) through the Sub-Product module in ESD Online whenever an applicant is issued a new passport.
On 31 July 2026, a pop-up notification on the ESD Portal prompted ESD-registered companies to update the applicant’s details online, including the new passport information and the new ePass details. Companies who have previously submitted ToE/TUB applications manually must email the Authorities with the required documents.
The pop-message reads as below:
1. Please be informed that all Transfer of Endorsement (TOE) and Take-Up Balance (TUB) requests must be submitted via ESD Online
2. Applicants who have previously obtained TOE/TUB through the manual process at locations other than MYXpats Centre are required to email the following documents to [email protected]:
a. Current Passport ID Page
b. Current Pass / ePASS
3. Please ensure the documents required are clearly scanned in color and readable.
Important Note: If an applicant has been issued a new passport and the Transfer of Endorsement (ToE) / Take-Up Balance (TUB) process has not been completed, the immigration authorities may deny the applicant’s permission to leave the country.

- Companies who have previously submitted the TE/TUB applications manually should now email the Authorities at to [email protected] to update the new Passport details and new ePass.
- While no official deadline has been communicated, we strongly recommend completing the update as soon as possible to avoid any potential immigration-related issues.
- All documents must be submitted as clear, legible, color scans.
