Digital Work Permit Integration with Social Security

China has implemented a digital Work Permit for foreigners and the Work Permit will be integrated into the Social Security Card. The change took effect on December 1, 2024.

With this integration of a foreigner’s Work Permit and Social Security Card, the Chinese Ministry of Human Resources and Social Security will stop issuing the physical Work Permit Card. Instead, Work Permit information will be digitized and embedded directly into the Social Security Card.

The Social Security Card serves multiple functions, including identity verification, information recording, self-service inquiries, medical expense settlement, and more, to enhance the convenience for foreigners working and residing in China.

To obtain a Work Permit after the implementation of integration, one must also register an account for the e-Social Security Card, as the Work Permit information will be retrieved from this card. The steps for registration are:

    • Download the e-Social Security Card App from a mobile device
    • Register with the name and work permit card number, etc.
    • Real-name authentication
    • Get e-Social Security Card containing work permit information

Individuals with existing Work Permits that are still valid may register their e-Social Security Card when renewing or changing information on their Work Permit.

All foreigners who hold a Work Permit can register an account with the e-Social Security Card App and obtain the physical Social Security Card. Specifically, those who paid for social security (either paid by individual or employer) may further obtain a physical Social Security Card and activate the full benefit/function of the China social security. Those who did not pay for social security can only obtain an e-Social Security Card with their Work Permit information embedded in it and will not be able to enjoy Chinese Social Security benefits.
