Portugal Covid-19 Regulations

  1. Entry Restrictions

International travel to Portugal is currently restricted until 31 December 2020, except for the following passengers:

  • Nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland, and their family members, if arriving from a country other than the United Kingdom;
  • British nationals and their family members, if arriving from a country other than the United Kingdom;
  • Residents of Portugal;
  • Passengers holding a long-term visa issued by Portugal, if arriving from a country other than the United Kingdom;
  • Passengers arriving from Australia, Austria, Belgium, Bulgaria, China PRC, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong (SAR), Hungary, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Macao (SAR), Malta, Netherlands, New Zealand, Norway, Poland, Romania, Rwanda, Singapore, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Thailand, or Uruguay;
  • Passengers holding residence permits issued by Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, Spain, Sweden or the United Kingdom, returning to their country of residence via Portugal AND if arriving from a country other than the United Kingdom;
  • Passengers holding long-term issued by Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, Spain, Sweden or the United Kingdom, returning to their country of residence via Portugal AND if arriving from a country other than the United Kingdom;
  • Passengers travelling for professional purposes, study, family reunions, health and humanitarian reasons and under the reciprocity principle, if arriving from a country other than the United Kingdom.

A duly completed electronic Passenger Locator Card (PLCe) must be presented at the time of boarding the international flight to Portugal.

Most travelers must possess a medical certificate showing a negative COVID-19 RT-PCR test (rapid tests are not accepted) taken within 72 hours prior to their departure to Portugal (otherwise boarding will be denied), except for the following:

  • Passengers arriving from Australia, Austria, Belgium, Bulgaria, China PRC, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong (SAR), Hungary, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Macao (SAR), Malta, Netherlands, New Zealand, Norway, Poland, Romania, Rwanda, Singapore, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Thailand, United Kingdom or Uruguay;
  • Passengers in transit who are not required to leave the airport facilities in Portugal.

Passengers who are permitted to enter Portugal are subject to medical screening, including having to take a COVID-19 test upon arrival (for those not in possession of a negative COVID-19 RT-PCR test).

2. Quarantine/Self-Isolation Requirements

Quarantine is currently required only for sick passengers, passengers awaiting results from a COVID-19 test taken at the time of arrival, and those passengers suspected of being infected.
