On August 26, 2024, Canadian Prime Minister Justin Trudeau announced further restrictions to the Temporary Foreign Worker Program (TFWP). These restrictions will be on the segment of the TFWP that is used for hiring “low-wage” workers. These changes aim to reduce Canadian employers’ reliance on foreign national temporary workers and address fraud and misuse of the low-wage TFWP.
The Canadian government announced restrictions to the Temporary Foreign Worker (TFW) program, including:
- A reduction in the cap on the percentage of TFWs within a company’s workforce, from 20% to 10%.
- A decrease in the maximum employment period for low-wage TFWs from two years to one.
- A freeze on Labor Market Impact Assessments (LMIAs) for low-wage positions in metropolitan areas with an unemployment rate of 6% or higher, effective September 26, 2024.
