DOL Unveils New iCERT Portal for Filing Immigration Related Applications

The U.S. Department of Labor unveiled a new online portal, dubbed "iCERT," for filing and tracking Form ETA-9035 Labor Condition Applications (for H-1B applications) and Form ETA-9089 PERM labor certification applications.  When fully implemented, iCERT will supersede existing filing procedures and will allow employers and/or their attorneys to file and track the status of these commonly used applications.  The current implementation schedule is as follows:

  • April 15, 2009 - iCERT available for employer registration and filing of Form ETA-9035 Labor Condition Applications (LCA);
  • May 15, 2009 - DOL will disable filing through the existing online LCA system, which will remain available for case status checks and withdrawals only;
  • September 1, 2009 - iCERT available for filing of Form ETA-9089 PERM labor certification applications;
  • October 1, 2009 - DOL will disable filing of Form ETA-9089 through the PERM Online System, which will remain available for case status checks and withdrawals only.
